Privacy is essential for healthcare freedom.

Your property rights to low-as-possible taxes (and proper use thereof) are also essential.

So when the federal government proposes funding AI research and development, plus using AI to analyze your clinical data and reimbursement data - where do you draw the line?

Fierce Health outlines the proposal; Heartland describes fraud-detection benefits for the reimbursement side; the Federal Record lists HHS goals and FAQ.

HHS' health tech arm wants input on how to accelerate adoption of AI in clinical care

Heather Landi | Dec 19, 2025 5:20pm

The Department of Health and Human Services' (HHS') health tech arm wants to hear from the healthcare industry about ways to speed up the adoption of artificial intelligence in medical treatment.

The Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology (ASTP/ONC) released a request for information (PDF) seeking public feedback on the actions it can take to establish a "forward-leaning, industry-supportive, and secure approach to accelerate the adoption and use of as part of clinical care."

The RFI builds on the recently published HHS AI Strategy and the administration’s overall AI policy framework, Steve Posnack, principal deputy assistant secretary for technology policy and principal deputy national coordinator for health IT, wrote in a blog post this week.

The HHS AI Strategy focuses on the use of AI internally across HHS operations, while the RFI seeks input on the use of AI in clinical care.

"HHS is especially interested in comments from those building AI tools for clinical settings, those buying or implementing AI tools for clinical settings, and those who want to use AI in clinical care but face barriers. Your input will inform how HHS uses three major levers: regulation, reimbursement, and research and development," Posnack wrote.

Comments on the RFI will be due 60 days after publication in the Federal Register.

"In general, HHS seeks feedback on ways in which these approaches can be most effectively applied to support the rapid adoption and use of AI in clinical care, to foster public trust and confidence in modern technology solutions, to reduce uncertainty that impedes AI innovation and to align federal incentives so that AI is deployed in ways that enhance productivity, reduce burden, lower health care costs, and improve health outcomes for patients, caregivers, and communities," HHS officials wrote.

On the regulatory front, the ASTP/ONC said it wants to establish a regulatory posture on AI that is "well understood, predictable, and proportionate to any risks presented to enable rapid innovation while protecting patients and the confidentiality of their identifiable health information, and maintaining public trust," agency officials said.

The HHS wants to hear ideas on payment policy changes that give payers the incentive and ability to promote access to high-value AI clinical interventions, foster competition among clinical care AI tool builders and accelerate access to and affordability of AI tools for clinical care, the department said.

"Given the inherent flaws in legacy payment systems, we seek to ensure that the potential promises of AI innovations are not diminished through inertia and instead such payment systems are modernized to meet the needs of a changing healthcare system," the HHS said.

The HHS also wants input on how the agency can invest in research and development, including public-private partnerships and cooperative research and development agreements, to integrate AI in care delivery and create new, long-term market opportunities.

The department and its health tech agency also want to hear from the industry about major barriers to AI innovation and adoption, administrative hurdles at healthcare organizations that slow adoption and regulatory or payment policies that should be created or existing ones that should be changed to help incentivize adoption.

The HHS also acknowledged that the use of AI in clinical care raises novel legal and implementation issues that challenge existing governance and accountability structures, relating to liability, indemnification, privacy and security. The department wants to know what role it should play in addressing these issues.

The department also wants feedback on promising AI evaluation methods, pre- and post-deployment, for AI tools in clinical care that are nonmedical devices.

The HHS also wants public comment on private sector activities around accreditation, certification, industry-driven testing and credentialing for AI tools.

Healthcare industry experts and patients also are encouraged to share their thoughts on healthcare challenges that could be addressed by AI tools as well as their concerns about the use of AI in clinical care.

It's not all debate and hard conversations. Sometimes it comes as a reward.

The Founders called it an "emolument." We're having fun with it, and we hope many others in Michigan will, too.

Voting takes less than a minute. All votes are kept private.

We had five nominees for the MHF Defender Award this year. They represent both chambers of the legislature, and both parties.

The final result will be up to you, our reader.

How to vote

Choose the issue that matters most to you, or the lawmaker that you think defended healthcare freedom the best.

Send Copies of Intrusive Clinic Questionnaires

Is your clinic asking you questions about housing, transportation, food, health care, employment, education, and more?

The federal government is paying clinics to ask you these questions. Your data is entered into the electronic health record and made available to outsiders. This is the new federal “Social Determinants of Health” (SDOH) initiative. Every clinic has its own forms. Here’s one.

Refuse to answer the questions but DO take a photo of the form and send it to CCHF.

The exam room should not be used to create a dossier on you. Send copies or photos of forms to info@CCHFreedom.org.

When one government agency blasts three emails on the same topic within a week, it doesn't take a genius to connect the dots.

The first of the LARA series was on May 14, subject line "Regulatory Survey."

Dear licensee,

In a continuing effort to protect people and promote business, the Michigan Department of Licensing and Regulatory Affairs is seeking your input to identify requirements that make the process of obtaining a license challenging. LARA is always seeking ways to make licensure as simple and efficient as possible, and we need your input to identify those regulatory requirements that can be changed or eliminated to improve processes. Please complete this brief survey and tell us about any law, rule, or process changes that would make the process easier for applicants seeking licenses with LARA. The survey will be available for completion until Friday, May 24 at 5 PM.

Best Regards,

Bureau of Professional Licensing

Sounds like an opportunity, but other than eliminating licensing altogether I wasn't sure what to suggest.

Then came the polite missive dated May 17.

Subject: Implicit Bias Reminder.

And it all came back.

(I last wrote about Michigan's IBT in May, 2023.)

Dear Licensee,

As the Department has recently received questions regarding the Implicit Bias Training requirement, we would like to reiterate that the rule provides a detailed description of what the training should cover and who is an acceptable sponsor of the training. Any training that meets the requirements of the rule is acceptable. Please note the Department does not pre-approve these training programs. We recommend that applicants refer to the standards that have been established in rule for guidance on what is acceptable.

The Department may select and audit a sample of a licensees or registrants and request documentation of proof of compliance with this rule. For additional information, please view our FAQs .

Sincerely,

Bureau of Professional Licensing

Just days ago on May 20, LARA followed up with a repeat of the "Regulatory Survey" email.

I checked it out, and found a simple one-pager entitled - believe it or not! - Cutting Red Tape.

Fill it out HERE.

Anyone may complete the survey. It's not necessary to be licensed. And you may fill it out multiple times for different professions.

The life you save may be your own!

DEADLINE FRIDAY MAY 24

Talking points:

Implicit Bias Training is divisive, ideologically-driven, an insult to Christian conscience, and violates constitutional principles of equality.

Licensing and renewal would be far simpler without IBT.

Clinicians deserve being able to focus on their patients and work relationships without state interference.

This is by no means an exhaustive list of IBT problems, much less license complaints in general. Please add your own points for the survey. We'd be thrilled if you'd share them here as well.

My ramblings:

Just going out on a limb here, but.... perhaps patient access and job satisfaction might improve without "more than 25 federal organizations that regulate, purchase, develop, and use health IT to help deliver care and improve patient health"?

Free people tend to resent others micromanaging their lives. Personally, I think federal mandates for electronic health records (EHR) have done enough damage already.

Public comment period ends May 28, 2024.

The U.S. Department of Health and Human Services (HHS), through the Office of the National Coordinator for Health IT (ONC), released the draft 2024-2030 Federal Health IT Strategic Plan for public comment. The draft plan was developed in collaboration with more than 25 federal organizations that regulate, purchase, develop, and use health IT to help deliver care and improve patient health.

2024-2030 Draft Federal Health IT Strategic Plan

The draft plan defines a set of goals, objectives, and strategies the federal government will pursue to improve health experiences and outcomes for individuals, populations, and communities while also promoting opportunities for improving health equity, advancing scientific discovery and innovation, and modernizing the nation’s public health infrastructure. The draft plan also places an emphasis on addressing the policy and technology components essential for securely catering to the diverse data requirements of all health IT users.

The final 2024-2030 strategic plan will serve as a roadmap for federal agencies and a catalyst for alignment outside the federal government. Federal organizations will be able to utilize the final plan to prioritize resources, align and coordinate efforts across agencies, signal priorities to the private sector, and benchmark and assess progress over time.

I'm honored to post a few member reviews here.

"Michigan Healthcare Freedom (MHF) is a great resource for reading and researching news of what’s happening in Lansing regarding healthcare, what the legislature and the governor are doing, and how this impacts us as individual patients or workers in the healthcare system. I appreciate the perspective of MHF, based on conservative principles, pointing out how big government, its agencies, and special interest groups seek ever-greater power and control over our healthcare. These entities work to gain more control in our lives which actually drives up costs, all in the name of better care. Therefore, MHF is an important voice that needs to be heard as it advocates for individual freedom and helps to educate the general public as well as elected officials."

"Michigan Healthcare Freedom is my #1 source for up-to-date information regarding upcoming bills and current legislation that may impact my healthcare. I *highly* recommend this resource to be and to get informed of what is going on in Lansing and Washington D.C. that may impact you."

"Michigan Healthcare Freedom is the single organization in Michigan dedicated to reducing the onerous government bureaucracy which stifles today's health care. Their forum, web page, and Facebook page provide Michiganders with up-to-date news on all aspects of government healthcare policy, as well as the industry's efforts to maximize the profits extracted from healthcare.

Every other organization in Michigan addressing healthcare seeks to expand the heavy hand of government and/or the power of the industry. The problem is that they rarely agree and the Michigan government then attempts to accommodate all these pressure groups simultaneously. The net result is a Rube Goldberg healthcare apparatus which consumes 20% of GDP (the most expensive in the world) and provides third world care.

Every State needs their own Michigan Healthcare Freedom!"
