NAIC lobbied hard for Obamacare, by some accounts wrote most of it, and continues to play a major role in implementing it.
NAIC highlights Dir. Fox's 2024 address in Taiwan, and positions itself as an impartial expert organization.
As part of our state-based system of insurance regulation in the United States, the National Association of Insurance Commissioners (NAIC) provides expertise, data, and analysis for insurance commissioners to effectively regulate the industry and protect consumers. The U.S. standard-setting organization is governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. Through the NAIC, state insurance regulators establish standards and best practices, conduct peer reviews, and coordinate regulatory oversight. NAIC staff supports these efforts and represents the collective views of state regulators domestically and internationally.
This re-appointment is a good occasion to remember the Golden Rule of Healthcare: "He who holds the gold makes the rules." (Twila Brase)

(LANSING, MICH) Michigan Department of Insurance and Financial Services (DIFS) Director Anita Fox has once again been selected to serve in several key roles at the National Association of Insurance Commissioners (NAIC) and at the International Association of Insurance Supervisors (IAIS) in 2026. These roles will ensure that Michigan has a strong voice in insurance regulation and public policy development.
“Michigan has a long-standing tradition of being a national leader in the development of insurance policy, and I am proud to continue that legacy this year,” said Director Fox. “I look forward to collaborating with my fellow regulators, the NAIC and the IAIS, in their efforts to enhance consumer protections, ensure equitable access to insurance, and reduce costs for consumers.”
Director Fox will serve as the vice chair on the Life Insurance and Annuities Committee, which considers issues relating to life insurance and annuities, reviews new life insurance products, and works to enhance consumer protections with life insurance and annuity products.
Director Fox will continue as a member of the International Insurance Relations Committee, which coordinates NAIC participation in international discussions on the development of insurance regulatory and supervisory standards and promotes international cooperation.
Director Fox will serve as a voting representative on NAIC’s Government Relations Leadership Council (GRLC). GRLC coordinates the NAIC’s ongoing work with the federal government and state government officials on legislative and regulatory policy. The Leadership Council is responsible for quickly responding to federal legislative and regulatory developments that affect insurance regulation.
Director Fox will also be a representative on the NAIC Audit Committee.
Director Fox will serve on the following IAIS committees:Director Fox will serve as an Executive Committee member with IAIS. The Executive Committee is responsible for providing overall strategic direction and managing IAIS affairs as specified in its by-laws.
Director Fox will serve as a member of the Standards and Supervisory Practices Committee (SSC). The SSC is responsible for establishing and maintaining IAIS global standards, as well as supporting members in implementing these standards and promoting sound supervisory practices.
Additionally, other key staff members from DIFS will be participating in various NAIC work groups and task forces, ensuring that Michigan has a strong presence in decision-making throughout the NAIC.
