Senate Bill 297 of 2025, the prohibition of mandatory overtime for nurses, passed 53-21 on Wednesday.  It has been sent to this House, which assigned it to their Government Operations Committee:

Nursing bill passes Michigan Senate

LANSING, Mich. (WLUC) - Two bills just passed in the Michigan Senate which would ban mandatory overtime for nurses, an effort currently led by Senator Ed McBroom.

“These bills really seek to help out our healthcare situation by making sure that our nurses are not being forced to work an unsafe amount of hours,” McBroom said. “And that hospitals aren’t using overtime as a method to keep a reduced amount of staff.”

The Michigan Nurses Association and political leaders advocated for the bills in Lansing Wednesday.

McBroom sees the bill as a protective measure for the nursing industry.

“What we are finding is that folks are leaving the profession because they can’t get, you know, a lifestyle either,” McBroom said. “They aren’t able to predict when they are going to be home with their families when they can take personal time and appointments.”

The Michigan Chamber of Commerce and others who oppose the bill have argued staffing decisions should be handled collaboratively at the hospital level rather than through broad government mandates.

They warn the legislation could worsen shortages and force hospitals to reduce services or close beds. Instead, they support flexible, locally driven solutions.

Meanwhile, MNA President Aaron McCormick says the legislation is ultimately about ensuring patient safety.

“We want our nurses to be well taken care of- well rested just so they can not make mistakes,” McCormick said. “Because many of these things that nurses do can be life or death with just one error--and we want to prevent that. And patient safety and nursing safety is all the same. Nursing conditions are patient care conditions.”

With the bill passing the Senate, they now advance to the house.
