The House takes up new bills, plus from the Senate state promotion of organ donation and (sort of) aligning controlled substances with federal scheduling.

An 11-bill drug abuse licensing package is so fresh the HFA analysis isn't up yet.

Ditto for the pair of behavioral heath transport license bills, which appear to be a reworked version of senate bills from last term.

The agenda is up to 17 bills in next week's hearing.

The federal credit reporting rule changed 7 months ago:
The Consumer Financial Protection Bureau (Bureau) is issuing this interpretive rule to clarify that the Fair Credit Reporting Act (FCRA) generally preempts State laws that touch on broad areas of credit reporting, consistent with Congress's intent to create national standards for the credit reporting system. This interpretive rule replaces a July 2022 interpretive rule that the Bureau withdrew in May 2025.

There’s an odd mix of motives and interests behind bills that detail Good Samaritan liability for bleeding control, and revise health club regulation to address the new Good Samaritan provisions. Michigan’s Good Samaritan Law already contains very broad provisions, so what’s going on? 

The initiating factor appears to be the 2018 shooting death at a Flint health club. The victim was with a police officer, who would have had first responder training, perhaps implying a higher level of responsibility. Health club regulation requires one employee with first aid training, but specifies no duty to perform emergency aid, and no limits to Good Samaritan protection. Michigan’s Trauma Coalition and Organization on Adolescent Sexual Health lobbied for the bills.
